for Imperial appointments (even when issued in blank for offices in the marches)."
In fact, had Strephon not appointed Norris to be Archduke of Deneb,
Norris could have filled in his own appointment on such stationery. Blank
issues are intended for just that -- to perform immediate actions that the
Emperor would have carried out himself had he known in time.
