I'm pretty sure they can refuse passengers for any number of reasons except those classes protected by various anti-discrimination laws. Whether being racist about the bike rather than the person is another matter entirely. For what it is worth, though, I almost always get preferential treatment on my bike on ferries. I took the same ferry into Virginia a couple of weeks before the RCR, and not only did they send me to the start of a new lane when I got on, they also let me off first on the other end. Pretty typical. I love it.
