Most ferries are.

And when you're on it you're subject to maritime law!

I'm pretty sure they can refuse passengers for any number of reasons
except those classes protected by various anti-discrimination laws.
Whether being racist about the bike rather than the person is another
matter entirely.

For what it is worth, though, I almost always get preferential
treatment on my bike on ferries.  I took the same ferry into Virginia
a couple of weeks before the RCR, and not only did they send me to the
start of a new lane when I got on, they also let me off first on the
other end.  Pretty typical.  I love it.
