Zoru has just discovered jump drive, and are putting it into service for insystem use.  They have no knowledge of any outside civilization.

The jump drive is in fact derived from something discovered on P2-4.  The research station here works on jump drives, and are the only ones who know what actually went into the discovery (whether natural or artificial).
